Financial Protection Agency Director Richard Cordray of the regulatory
agency goals discussed at a conference Wednesday, with a strong emphasis
on the regulation of non-banking institutions as part of an attempt to
prevent another financial collapse.
"It is clear that we do everything we can do to help such a collapse to prevent it from ever again, but how?" Cordray said of the 2008 financial crisis. "We know that over-regulation indeed entrepreneurship to stifle, but we must also remember that under-regulation can also lead to a terrible anti-business results. "
Cordray said that the "bad practices" of non-bank lenders "drove out the good."
"We saw the meltdown in the mortgage market how partial and incomplete regulatory regime is doomed," Cordray said. "Banks, savings and credit unions were subject to explicit supervision, while many other mortgage participants such as lenders and brokers and promoters, were held to no standards of accountability at all."
Cordray said the CFPB works with other federal agencies to ensure a consistent approach to regulation to ensure.
"Through this cooperation we will be able to advance our understanding of the effects of the previous federal regulations and guidelines that enable us to provide the most informed decisions about how we can make these problems to increase," said Cordray .
Cordray also some of the initiatives of the agency, including the "know before you owe" program and a prototype of a credit card contract that is simpler and less complex than the current contracts. Cordray stressed the importance of consumer education for the health of the U.S. economy.
"In short, we provide financial education and the publication can be seen as a problem of closing the large gap between true consumer in their financial capabilities and where they need to successfully navigate consumer finance markets," Cordray said.
Cordray stressed the importance of good relationships between businesses and consumers in a healthy and viable economy.
"A financial market that really works for the consumer to be understood as a long term proposition, which is not based on isolated transactions, but on enduring relationships between good companies and their customers," Cordray said. "If that customer relationships are not built in a sustainable economy, the viability of the financial system will be placed in danger, maybe not today or tomorrow, but inevitably at some point in the future
